Should we pay reparations for wrongs committed in the past?

Are African Americans owed reparations for the enslavement of their ancestors?  Are former colonised countries owed reparations by their former colonial powers?  Or is there something absurd about paying for wrongs that happened a generation or several generations back.  Daniel Butt teaches political theory at Oxford University.
